Mandates local social services districts assist persons with HIV infection by securing eligibility documentation, arranging home visit interviews, and providing service referrals.

Requires the Office of Temporary and Disability Assistance to create and maintain a website with statewide resources and services for persons with HIV infection, including community supports, employment opportunities, and specialized medical professionals.

Establishes 100 percent state reimbursement for safety net and family assistance expenditures in districts with populations of five million or fewer for HIV-related emergency shelter allowances, transportation, and nutrition payments.
