Requires all state contracts to include a clause prohibiting contractors and substantially owned or affiliated entities from participating in health plans that do not cover transgender, non-binary, and gender expansive people's services.

Specifies covered services include hormone replacement therapy, gender-affirming surgery, and treatment typically associated with one particular gender.

Allows the state comptroller to render contracts forfeit and void if a contractor is found to be participating in non-compliant health plans after execution.

Does not impair existing contracts, but any renewal, amendment, or modification occurring on or after the effective date becomes subject to these requirements.

Takes effect 90 days after becoming law and applies to all contracts entered into, renewed, or modified on or after the effective date.
