Allows spouses of armed forces members, national guard, or reserves personnel to use out-of-state professional licenses as evidence of qualification for New York licensure in equivalent occupations, provided the out-of-state standards are not lower than New York's standards.

Amends General Business Law Article 2-A to permit military spouses to submit out-of-state licensure, certification, or registration in lieu of standard New York licensing requirements for regulated professions.

Amends Insurance Law Section 2136(d) to allow military spouses to qualify for nonresident insurance producer licenses in New York.

Amends Real Property Law Section 442-g to recognize out-of-state real estate licenses held by military spouses and exempts them from maintaining a place of business within New York.

Amends Real Property Law Section 444-e to permit military spouses to submit out-of-state real estate licensure instead of providing evidence of education, experience, and examination.

Takes effect 90 days after enactment, with immediate authorization for regulatory implementation.
