Establishes a new office of domestic terrorism within the Division of Homeland Security and Emergency Services, headed by a director appointed by the governor.

Office shall investigate all levels of government employees for extreme affiliations or beliefs that threaten or incite violence based on race, color, national origin, ancestry, gender, gender identity, religion, age, disability, or sexual orientation.

Requires the office to employ at least one dedicated civil rights and civil liberties compliance officer and mandates annual anti-bias training for all employees.

Prohibits the office from infringing on First Amendment rights or violating any applicable state or federal law protections.

Takes effect 90 days after becoming law.
