Removes the word "not" from Education Law Section 6527(3) to allow discovery of statements made by parties to an action or proceeding that was reviewed in medical or quality assurance review meetings.

Removes the word "not" from Public Health Law Section 2805-m(2) to allow discovery of statements made by parties to an action or proceeding that was reviewed in medical and dental malpractice prevention committee meetings.

Applies to medical review committees, utilization review committees, quality assurance committees, professional standards review organizations, health maintenance organizations, and individuals participating in medical and dental malpractice prevention programs.

Modifies confidentiality protections to carve out an exception allowing parties to litigation to have their own statements discovered if those statements relate to matters reviewed in the confidential proceedings.

Takes effect on the one hundred eightieth day after becoming law.
