Amends chapter 749 of the laws of 2019 to add a definition of "qualifications-based" as the basis for awarding contracts for services when an authorized entity uses a one-step selection method.

Allows contractors for design-build contracts to be selected through either a one-step or two-step method, expanding the previous two-step requirement.

In one-step selection, the authorized entity awards the contract to the best-qualified contractor based on criteria in the request for qualifications, and may enter into one contract with two phases or separate contracts for each phase.

Maintains existing selection criteria including qualifications and experience of the design and construction team, demonstrated responsibility, compliance with labor law, and consideration of minority- or women-owned business enterprises and small business concerns.

Takes effect immediately, but the amendments are repealed when chapter 749 of the laws of 2019 is repealed.
