Amends Public Health Law § 1399-ii-1 to establish an electronic cigarette and vaping prevention, awareness and control program developed by the Department of Health in consultation with the Commissioner of Education.

Program shall include age-appropriate instructional tools, materials for schools, and marketing materials designed to educate students, parents, and school personnel about health risks of vapor products and control measures to reduce vaping among persons under twenty-one years of age.

Requires the Department of Health to notify parents and/or guardians when a person under twenty-one years of age is found using or in possession of an electronic cigarette or vapor product.

Makes both the person under twenty-one and their parents/guardians required to attend the electronic cigarette and vaping prevention program.

Takes effect ninety days after becoming law, with authority for immediate rulemaking and regulatory implementation.
