Amends Judiciary Law Section 23 to specify which judicial offices are subject to mandatory retirement at age 70, including judges of the Court of Appeals, Supreme Court, Court of Claims, County Court, Surrogate's Court, Family Court, District Court, and judges of courts for the City of New York.

Removes the exception that allowed judges or justices already in office or elected/appointed before the law's effective date to continue serving beyond age 70 for the remainder of their terms.

Establishes that no person may hold covered judicial office longer than the last day of December following their 70th birthday.

Changes gender-specific language from "he" to "he or she" in the statute.

Takes effect immediately upon enactment.
