Amends Executive Law Section 311 to require all contracting state agencies to develop a three-year growth plan (reduced from four years) to promote participation by minority-owned and women-owned business enterprises (MWBEs) in state contracts and subcontracts.

Requires each contracting state agency to submit their three-year growth plan every three years beginning September 15, 2020, as part of their annual report to the governor and legislature.

Amends Executive Law Section 315 to require agencies to include their three-year growth plan in annual reports to the governor and legislature, along with existing reporting requirements on MWBE contract goals, actual contracts issued, waivers, remedial plans, and exempt expenditures.

Effective ninety days after enactment, with provisions that the amendments shall not affect the repeal of the amended sections and shall be deemed repealed therewith.
