Creates a civil cause of action allowing private citizens to sue anyone who manufactures, sells, or distributes assault weapons or ghost guns, or parts for such weapons within New York State.

Provides statutory damages of at least $10,000 per violation, plus injunctive relief to prevent continued violations and attorney's fees and costs for prevailing plaintiffs.

Prohibits defendants from using defenses including ignorance of law, claims of unconstitutionality, reliance on non-binding court decisions, or arguments that enforcement violates third parties' constitutional rights.

Allows limited affirmative defenses only if a defendant conducted reasonable investigation and reasonably believed an individual would comply with applicable laws.

Establishes a four-year statute of limitations for bringing civil actions and prevents state officials or district/county attorneys from intervening in lawsuits.
