Authorizes out-of-state manufacturers of liquor, cider, mead, and braggot to ship directly to New York residents age 21+ with an out-of-state direct shipper's license costing $125 annually, capped at 36 cases (9 liters each) per year per resident for personal use only.

Requires reciprocal shipping privileges from the manufacturer's home state and mandates licensees obtain federal permits, register as distributors, and pay all applicable New York state and local sales and excise taxes on direct shipments.

Permits in-state New York manufacturers of liquor, cider, mead, and braggot to ship directly to residents age 21+ under identical terms and restrictions as out-of-state shippers (36 cases, 9 liters each, per year).

Requires all direct shipment containers to be labeled "CONTAINS ALCOHOLIC BEVERAGES - SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY - NOT FOR RESALE" and mandates carriers verify recipient age with valid photographic identification at delivery.

Amends existing wine direct shipment provisions (sections 79-c and 79-d) to allow wine shippers to include other lawfully produced alcoholic beverages in the same packaging and updates labeling requirements to reference "ALCOHOLIC BEVERAGES" instead of "WINE."
