Empire State Development Corporation shall conduct a feasibility study on a minority and women-owned business enterprise (MWBE) capacity mentorship program within 12 months of enactment.

Study must examine which state agencies would benefit from the program across four sectors: construction, professional services, non-professional services, and commodity purchases.

Study must evaluate program duration, whether program completion could serve as a prequalification factor for contracts, and how to tailor the program to prepare MWBEs for bidding on agency contracts.

Corporation must issue a report within 12 months detailing implementation actions, regulatory requirements, statutory changes needed, and analysis of existing MWBE mentorship programs under state finance law.

Corporation must issue a second report within 24 months examining program benefits, a proposed permanent establishment plan, and estimated costs.
