Amends New York City Administrative Code to require emergency signal devices on authorized emergency vehicles to produce an alternating high and low, two-toned sound in accordance with department implementation standards.

Maintains existing sound level requirement that emergency signal devices not exceed 90 dB(A) when measured at 50 feet from the vehicle's forward face.

Requires emergency signal devices to be tested and certified every two years to confirm compliance with sound level and two-toned alternating sound standards.

Allows vehicle owners or operators facing undue hardship to submit a compliance plan to the commissioner for achieving standards within two years instead of immediately.

Takes effect 180 days after becoming law; authorizes the department to adopt necessary rules and regulations immediately upon enactment.
