Expands the definition of goods and services protected from price gouging during abnormal market disruptions to explicitly include fuel, energy, and transportation goods and services.

Adds product recalls leading to supply shortages as a qualifying cause for abnormal market disruption that triggers price gouging protections.

Broadens the scope of price gouging prohibitions to apply to all goods and services sold in or into New York State, regardless of where they were manufactured or originally located.

Requires the Attorney General to promulgate rules mandating periodic public disclosure of prices charged or proposed to be charged for fuel by all actors in the distribution chain.

Authorizes the Attorney General to promulgate additional rules requiring periodic price disclosure for other goods and services and to enforce price gouging prohibitions.
