Amends Family Court Act Section 634 to allow courts to enter orders of post-termination visitation and/or contact between children and parents as conditions of custody commitments.

Requires courts to order post-termination visitation if all parties consent, or may order it after a hearing if a party's consent is unreasonably withheld and the court finds it in the child's best interest.

Prohibits post-termination visitation orders when a parent has been found to have severely or repeatedly abused the child, unless the parent seeking visitation was not the perpetrator.

Permits all parties to a post-termination visitation order, as well as subsequent guardians, custodians, or adoptive parents, to move the court to enforce or modify the order based on substantial change in circumstances.

Specifies that failure to comply with post-termination visitation orders cannot invalidate custody commitments or subsequent adoption orders, and appeals of visitation decisions do not delay adoption finalization.
