Creates a new crime of unlawful dissemination or publication of files or instructions for digitally manufacturing firearms or components, classified as a class C felony.

Prohibits disseminating or publishing such files or instructions unless the person is licensed as a gunsmith or firearms dealer under New York Penal Law Article 400.

Requires anyone disseminating or publishing digital firearm manufacturing files or instructions to conduct a background check on the purchaser or downloader through the National Instant Criminal Background Check System (NICS).

Defines "digital manufacture of a firearm or components" as production using additive manufacturing or digital manufacturing technologies including computer numerical control mills, three-dimensional printers, and laser cutting machines.

Preserves protections conferred by 47 U.S.C. § 230 for interactive computer services and includes digitally manufactured firearms within the statutory definition of "firearm."
