Prohibits the distribution, sale, or offer for sale of covered products containing regulated PFAS (perfluoroalkyl and polyfluoroalkyl substances) in New York State beginning January 1, 2024.

Covered products include textile articles, rugs, fabric treatments, cookware, ski waxes, architectural paints, and cleaning products.

Manufacturers must provide certificates of compliance to retailers and distributors assuring products contain no intentionally added PFAS; manufacturers must recall products and reimburse distributors if PFAS are later discovered.

Civil penalties of up to $10,000 for first violations and up to $25,000 for subsequent violations; distributors and retailers are not liable if they relied in good faith on a manufacturer's certificate of compliance.

Department of Environmental Conservation must issue citations within 30 days if it suspects a violation, requiring manufacturers to provide independent laboratory test results or notify sellers that the product is prohibited in New York.
