Amends Highway Law Section 80-b to include park-and-ride development as an eligible project type for state funding alongside highways, roads, streets, bicycle paths, and pedestrian paths.

Establishes state funding of 80 percent of the difference between total project cost and federal assistance for park-and-ride development projects not on the state highway system, with commissioner discretion to increase to 100 percent.

Requires municipalities to appropriate and deposit their share of estimated project costs with the state comptroller before work begins.

Mandates the commissioner provide municipalities with an itemized statement upon project completion showing deposits, disbursements, and any surplus funds to be returned within 90 days if costs exceed deposits.

Takes effect immediately upon enactment.
