Repeals prior sections 211-a, 211-b, and 211-f and establishes a new school registration system requiring the board of regents to register all public schools, with charter schools exempt but subject to the same performance standards.

Authorizes the commissioner to annually identify schools needing additional support and assistance or intensive support and assistance based on academic and non-academic measures, requiring such schools to develop improvement plans in consultation with community engagement teams.

Allows the commissioner to appoint educational support specialists to schools unable to make demonstrable improvement, with authority to recommend curriculum changes, personnel replacements, budget adjustments, extended school days/years, and professional development modifications.

Requires schools that fail to demonstrate improvement after three years to be placed under registration review and, if improvement continues to be lacking after two more years, to either contract with an educational partnership organization, close, or phase out in accordance with a commissioner-approved plan.

Takes effect July 1, 2023, with all new collective bargaining agreements after that date required to be consistent with these provisions.
