Establishes a consumer complaint process requiring cemeteries to respond within 14 calendar days, with escalation to the cemetery board for investigation if not resolved.

Requires cemeteries to notify plot owners at least 14 days before construction or activities that impair the privacy and dignity of plots, and mandates that employees and contractors display proper respect for the deceased.

Allows cemeteries to charge additional costs to persons requesting burials or interments outside normal business hours for religious or ethnic traditions requiring same-day burial before sunset.
