Amends Vehicle and Traffic Law section 1642 to allow cities with populations exceeding one million to establish speed limits as low as 5 miles per hour on open streets.

Adds an exception to the existing 25 miles per hour minimum speed limit for regular city streets, similar to the existing exception for school zones which allow 15 miles per hour limits.

Applies to highways and private roads open to public motor vehicle traffic within eligible cities, excluding state highways where the Department of Transportation has established different limits or restricted speed limit authority.

Takes effect 90 days after the bill becomes law, with authorization for necessary rule and regulation implementation to occur before the effective date.
