Adds a new definition of "boardwalk" to the Vehicle and Traffic Law as an elevated footpath, walkway, or causeway built with wooden planks or other material enabling pedestrians to cross wet, fragile, or marshy land, including beaches and waterfronts.

Expands the existing prohibition on driving motor vehicles on sidewalks to also include boardwalks and other conveyances intended for pedestrians.

Maintains existing exceptions allowing vehicles to cross sidewalks at speeds not exceeding 5 miles per hour when reasonably necessary for access to highways, adjacent properties, highway work, or public services.

Takes effect immediately upon enactment.
