Prohibits the sale, offer for sale, or distribution of non-compostable produce stickers or produce bearing such stickers in New York State beginning January 1, 2024, with an allowance for using current inventory prior to that date.

Authorizes the Department of Environmental Conservation to promulgate rules and regulations necessary to implement the produce sticker ban.

Establishes a warning notice for first violations with a 30-day correction period, followed by civil penalties of $250 for the first violation after the warning and $500 for any subsequent violation in the same calendar year.

Requires all penalties collected from violations to be deposited into the Environmental Protection Fund established under State Finance Law section 92-s.

Provides violators with a hearing or opportunity to be heard prior to assessment of any civil penalty.
