Expands the definition of "provider" or "provider agency" under social services law to include organizations and programs providing community-based services to individuals under twenty-one years of age who are under the care or oversight of authorized agencies.

Requires included organizations and programs to have potential for regular and substantial contact with individuals under twenty-one to fall within the expanded definition.

Applies the expanded definition to employment of staff, use of providers of goods and services, consultants, interns, and volunteers in relation to the statewide central register of child abuse and maltreatment.

Takes effect immediately upon enactment.
