Creates an ATV trail fund under the Office of Parks, Recreation and Historic Preservation to establish and maintain a statewide network of all-terrain vehicle trails on state, municipal, and private lands.

Requires the department to prepare a statewide ATV trail plan with regulations addressing safety, environmental protection, signage, education, and restrictions on certain state lands (Albany Pine Bush, Long Island Pine Barrens, primitive or canoe areas).

Establishes ATV safety requirements including mandatory helmets, headlight use at night, speed limit of 55 mph, compliance with rules of the road, and safety certificates for operators under 18 years old.

Allocates ATV trail fund revenue as follows: 10% for administrative costs, 45% for trail maintenance/construction/development, and 45% for enforcement and public education.

Imposes escalating trespass fines on ATV operators ($100 first violation, $200 second violation within 365 days, $500 for subsequent violations) with fine revenues split equally between enforcement/education and trail maintenance/construction.
