Eliminates the 72-hour advance notice requirement and allows the Correctional Association to visit state correctional facilities and facilities housing Department of Corrections custody individuals at any time without notice.

Grants the Correctional Association unfettered access to all facility areas without Department escort, authority to use electronic recording devices and measurement instruments, and unfiltered access to all non-privileged records and documentation.

Removes restrictions on interviews with employees, administrators, incarcerated individuals, and service providers; prohibits retaliation against anyone speaking with the Association; and permits private confidential meetings without Department attendance.

Requires the Department to publicly report monthly on its website comprehensive data on correctional facility conditions disaggregated by facility and demographic categories, including deaths, use of force, disciplinary actions, and grievances.

Establishes enforcement mechanisms allowing the Correctional Association to seek court orders for Department compliance with these provisions and permits the Association to distribute surveys and establish confidential communication channels with incarcerated individuals.
