Adds definitions to Agriculture and Markets Law: "livestock guardian dog" means any dog utilized to protect livestock from predators, and "herding dog" means any dog trained to herd cattle, sheep, or other livestock.

Changes municipal dog licensing requirement from permissive ("may exempt") to mandatory ("shall exempt") for guide dogs, hearing dogs, service dogs, war dogs, working search dogs, detection dogs, police work dogs, therapy dogs, livestock guardian dogs, and herding dogs.

Requires dog licenses for these exempt categories to be conspicuously marked with their designation, including new markings for "Livestock Guardian Dog" or "Herding Dog" as appropriate.

Takes effect immediately upon enactment.
