Requires solar panel manufacturers to establish and maintain collection programs for out-of-service solar panels either individually or collectively, with no fees charged to consumers or participants.

Mandates manufacturers compile lists of solar panel wholesalers, establish collection and recycling systems, and conduct education and outreach efforts including a public website and web-based program to identify collection sites within one year of the act's effective date.

Prohibits solar panel wholesalers and retailers from selling solar panels unless the manufacturer is listed on the Department of Environmental Conservation's website, and requires wholesalers to participate as collection sites within eighteen months or receive a waiver.

Bans transporters, landfills, incinerators, and transfer stations from knowingly accepting, commingle, or delivering solar panels to waste disposal facilities; requires landfills and transfer stations to post signs indicating solar panels are not accepted.

Requires manufacturers to submit annual reports starting two years after the act's effective date detailing panels collected, participating collection sites, administrative costs, and outreach strategies; directs the Department to submit an effectiveness report to the governor and legislature within four years and expires January 1, 2034.
