Authorizes New York City to establish residential parking permit systems in specified neighborhoods including Washington Heights, Harlem, Morningside Heights, Upper West Side, East Harlem, and Upper East Side through local law or ordinance.

Permits the city to charge fees for parking permits in areas where these systems are in effect, excluding streets with commercial/retail zoning and metered parking spaces.

Requires vehicles registered under section 404-a of the vehicle and traffic law to be exempt from permit requirements.

Mandates the city study program effectiveness regarding parking access, traffic flow, equity issues related to household income and permit costs, and environmental impacts of emissions and air pollution.

Expires December 1, 2028, though any local laws or ordinances enacted under this authority remain in effect only until that date; requires public hearings before ordinance adoption consistent with municipal home rule law.
