Increases the annual salary for each member of the New York State Legislature from $79,500 to $142,000, effective January 1, 2023.

Establishes a cap on outside earned income for legislators effective January 1, 2025, limiting members to the same earning restrictions as retired persons in public service positions under the Retirement and Social Security Law.

Defines "outside earned income" as wages, salaries, and fees for services rendered, with specific exclusions for state benefits, military service income, retirement plans, investment income, and family business income where the member is not a material factor.

Imposes civil penalties up to $40,000 plus the value of any compensation received for knowingly and intentionally violating outside income limits, with penalties assessed by the Legislative Ethics Commission.

Authorizes the Commission on Ethics and Lobbying in Government to investigate potential violations of the outside income provisions and render formal advisory opinions on compliance requirements.
