Creates a 30-member Joint Legislative Task Force on Diversity, Equity, Inclusion and Tolerance, with 15 members appointed by the Senate's Temporary President and 15 by the Assembly Speaker, each branch designating one co-chair

Authorizes the task force to examine existing state programs, laws, rules, and regulations to identify how they contribute to or fail to address discrimination against marginalized communities and develop comprehensive solutions

Empowers the task force to explore ways to end explicit and implicit bias, prevent hateful rhetoric, and promote diversity, equity, inclusion, and tolerance in government, workplaces, and society

Grants the task force authority to conduct meetings and hearings statewide, adopt procedural rules, compel testimony and documents (jointly authorized by co-chairs), conduct executive sessions, and establish confidentiality procedures

Requires the task force to submit findings and recommendations to the Temporary President of the Senate and Speaker of the Assembly by December 15, 2023, and annually thereafter
