Terminates Executive Order 11.8 of 2022 and all related suspensions and modifications of state law contained in Executive Orders 11, 11.1, 11.2, 11.3, 11.4, 11.5, 11.6, and 11.7 through August 13, 2022

Ends the COVID-19 state disaster emergency that granted the Governor authority to temporarily suspend or modify statutes, local laws, ordinances, rules, and regulations under Executive Law section 29-a

Requires concurrent passage by both Senate and Assembly to take effect

Notes that 37 states have already ended their declared states of emergency and that COVID-19 vaccines, therapeutics, and prior infections have resulted in milder cases and lower death rates

Asserts that state and local governments have adequate resources to manage the ongoing COVID-19 virus without continued emergency powers
