Requires the commissioner to establish speed limits between 15-20 miles per hour at 50 school locations annually for distances not exceeding 1,320 feet on highways adjacent to schools.

Mandates that starting with school years beginning August 1, 2022, at least 20 percent of selected school locations must have official signs posted that display the reduced speed limit, include flashing beacons, and indicate when the speed limit is in effect.

Requires the number of school locations with required signage and beacons to increase by 20 percent each year.

Requires all required signs to be posted no later than the first day of school each year.

Takes effect immediately upon enactment.
