Adds definitions of "animal fighting" (fights between animals or between animals and persons for amusement or gain, excluding rodeo exhibitions) and "animal fighting paraphernalia" (equipment used to train, prepare, condition or facilitate animal fighting, including breaking sticks, cat mills, treadmills, springpoles, and fighting pits).

Creates three tiered crimes: promoting animal fighting in the third degree (class B misdemeanor for possessing/selling paraphernalia with intent to use or knowingly attending fights), second degree (class A misdemeanor for owning animals intended for fighting or repeat offenders), and first degree (class E felony for causing/training/breeding animals for fighting or permitting such acts on controlled premises).

Establishes "promoting enterprise animal fighting" as a class D felony for individuals engaging in continuous exhibitions of animal fighting involving multiple animals or possessing more than six animals intended for fighting, or repeat offenders within five years.

Authorizes courts to impose fines up to $10,000 for second degree violations, $20,000 for first degree violations, and $30,000 for enterprise violations, in addition to other penalties.

Allows courts to order forfeiture of animals used in fighting to incorporated animal welfare societies upon conviction.
