Amends New York Election Law to create a new misdemeanor offense for persons who intentionally interfere with elections through electronic means.

Prohibits placing or causing multiple telephone calls or electronic messages (text, email, fax, or app-based) to obstruct, prevent, or interfere with the reporting of poll results by polling places.

Prohibits electronic communications intended to interfere with a local or state board of elections' receipt of poll results.

Prohibits interfering with political or party organizations' ability to place calls or send messages encouraging voter participation or arranging transportation to polling places.

Takes effect 60 days after becoming law.
