Amends the General Business Law by adding Section 338 to regulate e-book availability at public libraries in New York State

Prohibits publishers, partnerships, corporations, and other entities from limiting the number of copies of e-books available for rental at any public library in New York State

Defines "e-book" as a book published in or converted to digital format for display on a computer screen or handheld electronic device

Defines "public library" as a library established for free public purposes by a municipality, district, or the legislature where the public has equal access to materials

Takes effect on the sixtieth day after becoming law
