Allows owners of owner-occupied residential properties, residential cooperative corporations, and condominium boards in New York City to opt out of planned tree planting on adjacent city property between the sidewalk and curb.

Requires the City of New York to provide advance notice to affected property owners, cooperatives, or condominium boards of planned tree planting.

Grants property owners, cooperative corporations, and condominium boards 30 days to notify the city of their desire to opt out of the planned tree planting.

Applies only to systematic street tree planting programs adopted by the City of New York on city-owned property adjacent to residential parcels.

Takes effect 120 days after becoming law.
