Amends New York Election Law by adding Section 1-108 to prohibit private individuals, partnerships, corporations, and other non-governmental entities from paying for referendum expenses.

Prevents private entities from directly or indirectly paying for, offering to pay for, or agreeing to pay for any expenses incurred by state or local governments in conducting mandatory or permissive referendums.

Defines prohibited expenses to include costs associated with equipment, materials, and personnel utilized to conduct referendums on ballot questions submitted to voters in counties, cities, towns, villages, or special districts.

Takes effect immediately upon enactment.
