Establishes a $1,000 limit on contributions, loans, or guarantees that conduits or intermediaries may make per candidate per election cycle, separate from the existing $150,000 individual contribution limit.

Defines "conduit or intermediary" as any person who receives and forwards earmarked contributions to a candidate or authorized committee, with specified exceptions for employees, fundraising representatives, affiliated committees, commercial fundraising firms, and authorized campaign fundraisers.

Requires conduits and intermediaries to report to the state board of elections and recipient candidates, including the original contributor's name, address, occupation, employer, amount, and date of contribution forwarding.

Prohibits persons barred from making contributions from acting as conduits, and requires return of earmarked contributions received by prohibited persons.

Treats contributions as made by both the original contributor and conduit/intermediary if the conduit exercises direction or control over recipient candidate selection.
