Allows qualified voters to request absentee ballots by telephone in addition to existing methods (letter, telefax, or electronic application).

Eliminates the requirement for voters requesting ballots by telephone to complete an absentee ballot application prior to or simultaneously with receiving the ballot.

Requires boards of elections to maintain written records of all telephone requests for absentee ballots and permits them to complete the application on behalf of the voter.

Protects ballots requested by telephone from being deemed invalid due to lack of a complete absentee ballot application.

Takes effect immediately, with provisions subject to expiration and reversion according to prior law regarding absentee ballot procedures.
