Requires boards of elections to notify registered voters by mail AND email when polling place locations change, at least five days before the next election or registration day.

Mandates email notification to voters for polling place relocations occurring 10-15 days before elections, but only to voters who have provided a valid email address to the board.

Adds a space on voter registration applications for applicants to provide an email address for receiving official correspondence from the state board of elections.

Applies to polling place changes in election districts with fewer than 100 eligible voters that must be combined with other districts.

Takes effect 90 days after becoming law.
