Requires election commissioners and designated board of elections employees to complete an initial training course within six months of appointment, not to exceed 30 hours of instruction, provided by the state board of elections.

Mandates annual continuing education of no more than three hours for election commissioners and designated employees, to be completed before June 1st each year.

Requires the state board of elections to offer annual training through web-based recorded format in addition to other delivery methods.

Directs the state board of elections to notify the county legislature or city council and respective county party chair if a commissioner or employee fails to complete required training on time.

Takes effect 180 days after becoming law, with authority for rule and regulation changes to be made immediately for implementation.
