Authorizes boards of elections to accept absentee ballot applications from overseas voters via facsimile, email, or an online electronic filing system established by the state board of elections, with applications deemed filed when received.

Allows absentee voters to submit marked ballots electronically via email through a state board of elections transmittal system, with ballots considered filed on the date initially transmitted by the voter.

Requires the state board of elections to establish and maintain an electronic absentee ballot transmittal system and deliver submitted ballots to the appropriate county or New York City board of elections for processing and verification.

Limits electronic ballot submission to persons residing outside the United States who maintain eligibility to vote in New York elections.

Takes effect on January 1st following enactment.
