Changes absentee ballot application deadline from "mailed to" to "received by" the board of elections, and removes the alternative delivery option allowing applications to be delivered the day before the election.

Expands acceptable forms of absentee ballot requests to explicitly include letters, telefax, or other written instruments containing a voter's signature, while removing language permitting electronic applications through email or web portals.

Allows absentee ballots to be received by the board of elections no earlier than the 30th day before an election (if ballots have been prepared) or immediately upon their receipt, rather than only within seven days before the election.

Maintains existing exceptions for military voters and special federal voters to request absentee ballots by letter under separate statutory provisions.

Takes effect immediately, with amendments subject to expiration provisions in chapter 91 of the laws of 2020.
