Mandates paper ballots be stored in random order rather than sequentially or chronologically to protect voter privacy.

Prohibits voting machines from passing cast ballots under printers that can print votes, using bar codes or matrix codes unverifiable by voters without devices, or combining ballot marking and tabulation in the same physical device.

Requires ballots be hand-countable or readable by optical character recognition devices and be durable paper ballots printed and manufactured in the United States on non-thermal paper.

Changes local boards of elections from having discretion to "may determine" to mandate they "shall" purchase optical scan machines in compliance with these requirements.
