Amends Election Law Section 9-209 to establish that ballot envelopes sealed with tape, paste, or other binding agents are not invalid if there is no indication of tampering.

Adds this sealed envelope provision as criterion (vi) to the list of reasons ballot envelopes do not require voter cure or correction.

Includes sealed envelopes alongside existing valid conditions such as undated/misdated envelopes, improper signature placement, mixed ink/pencil use, and mail-related tears.

Takes effect immediately upon enactment and applies to all elections occurring after the effective date.
