Authorizes the state board of elections to solicit requests for proposals for voting machines or systems to be certified for use in New York State, rather than allowing private individuals or corporations to request examinations.

Requires all requests for proposals to include a provision that vendors must pay a fee to cover the cost of examining the proposed voting machine or system before examination occurs.

Increases the mandatory service period for voting machine vendors from five years to ten years, including training, assistance during elections, and maintenance at no additional cost.

Requires vendors to provide a written guarantee to keep machines in good working order for at least ten years and to perform training and service obligations with a sufficient bond.
