Establishes an electronic military ballot application and transmittal system allowing military voters to apply for and return marked ballots online through the State Board of Elections

Requires the State Board of Elections to electronically transmit applications and ballots to applicable county boards of elections or New York City for processing and verification

Defines "digital signature" as the certificate-based digital identification code issued by the U.S. Department of Defense through the Common Access Card or its successor

Permits military voters to return original ballot applications and marked ballots by mail, through the new electronic system, or in person, regardless of prior transmission by facsimile or email

Applications and ballots filed through the electronic system are considered filed on the calendar date the voter initially transmits them, and takes effect on the same date as Part CCC of Chapter 55 of the 2019 laws
