Requires each social services district to maintain a waiting list of eligible families (those with incomes at or below 200% of federal poverty level) who applied for but have not received child care assistance.

Districts must track waiting list data including application date, assistance receipt date, child ages, and monthly totals on the waiting list.

Districts must report annually to the Office of Children and Family Services by October 15 (starting 2022) with information on average wait times, number of families by wait duration, average child age, and number of available subsidized child care slots by age group.

Districts must collect and report data on families who applied for assistance, broken down by income level (ranging from under 101% to 176-200% of federal poverty level) and whether they received or were denied assistance.

Effective date is October 1, 2021; does not require districts to maintain historical waiting lists or data for applications prior to the effective date.
