Adds a 120-day warning period before municipal or health agencies can issue monetary fines to congressionally chartered veterans' organizations for violations at their facilities.

Organizations may request a written extension to cure violations after the initial 120-day period, provided they submit proof of attempted compliance during the warning period.

Does not apply to imminent life-threatening building or health code violations requiring emergency facility closure.

Does not apply to violations of the alcoholic beverage control law.

Defines "congressionally chartered veterans' group" as any veterans' organization chartered by the United States Congress under title 36 of the United States Code.
